Parent Trigger Reform

There’s a new education union in California, but it isn’t for teachers, according to a report in the November 2010 edition of the Education Reporter. Surprisingly, the self-described ‘progressives’ of the Los Angeles Parents Union sound a lot like homeschoolers as they push for parental choice in education.

Their tool: the “Parent Trigger” measure that was signed into law earlier in the year. The law states that if 51% of the parents whose children attend a failing school sign a petition calling for reform, the school must: (1) convert to a charter school; (2) shut down; or (3) submit to one of three other reform plans.

The law was originally designed to help California compete in the federal Race to the Top (RTT) grant competition. The state wasn’t awarded any monies. Yet the law still stands and is drawing the attention of disgruntled parents. They now have a way to act upon their frustrations, and it will be interesting to see how many are frustrated enough to do something about it.
